In October 2010, the EU proposed to amend the cadmium restriction regulations under Annex 17 of the REACH regulation. The latest revised REACH came into effect on December 10, 2011. The new regulations expand the scope of restricted use of cadmium, proposing that cadmium can be present in some specific polymers, but the content of cadmium or its compounds must not be greater than or equal to the weight ratio0.01%.
Proposal on restriction of lead in jewelry
Jewelry products must be less than0.05%Weight percent of lead or its compounds. Jewelry products include:
• Bracelets, necklaces and rings;
• Watches and wristbands;
• Brooches and cufflinks.
The exempted items are as follows:
• Crystal glass as defined in Annex 1 (categories 1-4) of Directive 69/493/EEC;
• Internal structural components of watch products that consumers will not come into direct contact with;
•Exceptions include precious stones and decorative stones that are not synthetic or recycled, and have been treated with lead or its compounds (mixtures);
•enamel;
• Jewelry produced before December 10, 1961;
• Jewelry sold before 12 months from the effective date of the regulations.
Proposed restrictions on the use of mercury-containing measuring instruments
The restriction on mercury in measuring instruments used in industrial and professional fields will take effect 18 months after it is officially published in the Official Journal of the European Union. Instruments covered by this restriction include barometers, hygrometers, manometers, sphygmomanometers, deformation meters used with volume recorders, tensiometers, thermometers and other non-electronic temperature measuring devices. Restrictions also list the scope of use that is allowed under certain circumstances.
Proposed restriction on the use of phenylmercury compounds
The proposal was previously proposed by Norway to restrict the use of phenylmercury compounds used as catalysts in polyurethane coatings, adhesives, sealants and elastomers.
