To implement the "Regulations on the Management of Recycling and Disposal of Waste Electrical and Electronic Equipment" (hereinafter referred to as the "Regulations"), and to guide and standardize the establishment of data information management systems and information reporting by waste electrical and electronic equipment processing enterprises, our ministry has formulated the "Guidelines for Waste Electrical and Electronic Equipment Processing Enterprises to Establish Data Information Management Systems and Report Information." This document is hereby issued for waste electrical and electronic equipment processing enterprises to refer to and implement.
The data information management system shall track and record the entire process of waste electrical and electronic equipment (WEEE) within the processing enterprise, including the time, source, category, weight and quantity of each batch of WEEE received; the name and address of the transporter; the time and place of storage; the time, category, weight and quantity of dismantling and processing; and the category, weight or quantity and destination of the dismantled products (including final waste).
The basic content of the data information management system should include basic information such as processing qualifications, flowcharts for the receipt and processing of waste electrical and electronic equipment (WEEE), a list of various WEEE and their dismantling products, and an annual environmental monitoring plan. Based on the WEEE processing flow, basic record tables should be established for relevant data information at each stage, including the receipt, storage, and processing of WEEE, the entry and exit of dismantled products and their sale, and the entry and exit of final waste. Dismantling and processing enterprises should compile daily reports summarizing the dismantling and processing situation, including reports on WEEE entry and exit records, dismantling and processing records, and reports on dismantled product entry and exit records.
The handling report should include reports on equipment and facility malfunctions, sudden environmental incidents, and equipment and facility modifications. Periodic reports should also be included. For the periodic report portion, the handling company should submit daily reports to the municipal environmental protection authority the following day, recording the entry and exit of waste electrical and electronic equipment (WEEE), dismantling and processing, and the entry and exit of dismantled products (including final waste). Furthermore, as required by the environmental protection authority, the company should periodically (weekly, monthly, quarterly, or annually) summarize the handling status of WEEE and its dismantled products (including final waste) and conduct inventory checks of storage sites, submitting relevant reports periodically. All written reports must be signed by the legal representative of the handling company or their designated person in charge and stamped with the company seal.
After the Ministry of Environmental Protection establishes a unified data information management system for the treatment of waste electrical and electronic products, treatment companies shall fill in and submit daily reports on the entry and exit records of waste electrical and electronic products, dismantling and treatment records, and entry and exit records of dismantled products (including final waste) through the national unified data information management system.
