Norway has submitted PoHS (Prohibition on Certain Hazardous Substances in consumer Products) control requirements to the WTO

In June 2007, the Norwegian Pollution Control Authority submitted a proposal to the World Trade Organization (WTO) stipulating that the content of hazardous substances in each homogeneous material component of consumer products must not exceed the limits stipulated by law during production, import, export, and sale. The main purpose of this law is to limit the harm of consumer products to human health and the environment, as well as the content of hazardous substances in waste .

Norway's PoHS restricts more hazardous substances and has a broader scope than the EU's RoHS. Almost all consumer products are subject to its regulations, with only a few exceptions, such as food, food packaging, fertilizers, medical devices and cigarettes, as well as transport vehicles, fixtures on transport vehicles, tires and similar transport vehicle parts.

The PoHS controls 18 hazardous substances and their limits are as follows:

	PoHS timeline:
	•	The consultation process ended on August 10, 2007.
	•	The proposal was scheduled to be adopted on December 15, 2007.
	•	The law came into effect on January 1, 2008.

	Comparison of Norwegian PoHS and EU RoHS requirements:
	•	The EU RoHS restricts 6 substances, while Norway's PoHS restricts 18 substances, with only lead (Pb) and cadmium (Cd) being the same restricted substances.
	•	Norway's PoHS has a broad scope, covering all consumer products; the EU's RoHS only restricts electrical and electronic equipment.
	•	Norway's PoHS limits are stricter than the EU RoHS minimum limit of 100 ppm, while Norway's PoHS minimum limit is 10 ppm.
