Japan plans to add five hazardous substances to its Toxic and Hazardous Substances Control Law.

On April 12, 2013, the Japanese Ministry of Health, Labour and Welfare (MHLW) submitted a notification to the World Trade Organization (WTO) proposing to add five toxic and hazardous substances to the Poisonous and Deleterious Substances Control Law. These substances or products containing them would be classified as toxic or hazardous.

The notice is currently in a 60-day public comment period and is expected to be approved on July 1, 2013, and take effect on July 15, 2013.

The following are five toxic and harmful substances:

           巴豆醛 (Crotonaldehyde) 以及含有該物質的製品
           

            
            Toxic substances
           

           氯乙酸甲酯 (Methyl chloroacetate) 以及含有該物質的製品
           

           四甲基氫氧化銨 (Tetramethylammonium hydroxide) 以及含有該物質的製品
           

           2-溴乙酸乙酯 (Ethyl bromoacetate) 以及含有該物質的製品
           

           二乙氨基乙醇(2-Diethylaminoethanol)以及該物質含量大於0.7%的製品

Japan's Toxic and Hazardous Substances Control Law, implemented in 1950, monitors and manages toxic and hazardous substances. This law classifies substances into three categories: toxic substances, hazardous substances, and specific toxic substances. Manufacturers, importers, and distributors of toxic and hazardous substances are required to register their products, ensure compliance with relevant production and storage standards, adhere to labeling and transportation regulations, and provide safety data sheets. Specific toxic substances are typically highly toxic and pose a greater risk of harm to users, thus their regulation is relatively more stringent.
