After the latest EU Member State Committee meeting, ECHA updated the list of chemical substances of very high concern (SVHC) again on June 16. Cadmium chloride, branched and linear dihexyl 1,2-phthalate, and two items of sodium perborate were added to the candidate list. Currently, the list of chemicals of very high concern (SVHC) has accumulated a total of 155 substances.
ECHA stated that cadmium chloride is commonly used in printing, dyeing, textiles and metal surface treatment. It is carcinogenic, mutagenic and reprotoxic (CMR) and may cause human health effects (especially effects on bones and kidneys) of equal concern. It is listed on the SVHC list, while three other substances are included on the list because they have been judged to be reproductively toxic.
If a manufacturer operates a substance that has been included in the candidate list, it also represents the responsibility confirmation of multiple REACH legal regulations, including the registration of the substance itself and the mixture, as well as the confirmation in the finished product. The Industrial Bureau of the Ministry of Economic Affairs reminds the manufacturers exporting to the EU that all finished product manufacturers / The importer’s finished products contain any of the four SVHC substances added on June 16, 2014. If the following two conditions are met, the importer will have 6 months from June 16 to complete the notification to ECHA:
1. The total amount of a single substance of high concern in all finished products of the manufacturer or importer exceeds one ton per year;
2. And the concentration of substances of high concern in the finished product exceeds 0.1% (w/w).
In addition to the notification obligations for substances of high concern in finished products, when the finished product contains substances of high concern announced by ECHA up to 0.1% (w/w), the notification requirements of Article 33 of the EU REACH Regulation must also be followed.
It can be predicted from the EU's authorization process that after the specific procedures of REACH, it will be further decided whether SVHC substances are also included in the authorization list (Appendix 14). Chinese manufacturers exporting to the EU should confirm in detail in advance that their products contain such substances of high concern, conduct necessary upstream and downstream communication in the supply chain, and give priority to anticipating the possibility of being affected by the authorization mechanism, and consider phasing out or reducing the use of highly hazardous substances. , carry out strategic layout of products.
