Vietnam implements GHS Pure Substance Code since 2014Year 3Month 30effective from
Vietnam's GHS is about to be implemented. For individuals or institutions, pure substances manufactured and imported in Vietnam must be classified and labeled in accordance with Vietnam's GHS specifications from March 30, 2014 before they can be used and put on the market. Substances that are only temporarily imported and then exported will be re-exported. and scientific research materials are not subject to this restriction. The implementation date for mixtures has been extended to March 20, 2016. Vietnam's GHS specifications adopt the third revised edition (2009) of the United Nations Global Harmonized Labeling (GHS), which was issued by the Ministry of Industry and Commerce of Vietnam on February 13, 2012 as the Circular 04/2012/TT-BCT order, which came into effect on March 30 of the same year.
The hazard classification adopted by Vietnam covers 17 physical hazards, 7 health hazards, and 2 environmental hazards. The labeling content stipulated by regulations should be in Vietnamese, supplemented by foreign languages when necessary, and the font size should be smaller than Vietnamese native characters. Labeled content includes:
1. Chemical name Substance name
2. Code for chemical identity chemical substance identification code
3. Warnings image, warning words warning images, warning words
4. Precautions Hazard prevention measures
5. Quantification Quantity
6. Component or component quantity Component and component proportion
7. Date of manufacture. Date of manufacture.
8. Expiry date (if applicable). Validity period (should be filled in if there is an expiry date)
9. Information on manufacturers, importers, distributors Information on manufacturers, importers, distributors
10. Origin
11. Guides for using and preserving
The 16 items of SDS in the Vietnamese standard are consistent with the UN GHS, but it should be noted that the second item in the SDS in the Vietnamese standard is substance identification information, and the third item is hazard identification information, and the order is different from the UN GHS.
For substances listed on the market for the first time in Vietnam, manufacturers and importers should report substance classification and labeling information to the Vietnam Chemical Agency (Vinachemia) 15 days before listing. In addition, commercial confidential information must be reported to the Department of Chemicals in Vietnam before the product is put on the market.
Under the framework of Vietnam's Law on Chemicals (Law 06/2007/QH12), the Vietnam Chemical Agency stated that it will refer to the regulations of Japan, the United States, and the European Union in the future to formulate existing chemical substance lists in the established countries. Therefore, manufacturers should pay close attention to the information of the Vietnam Chemical Agency. .
