The main provisions of the law will take effect on July 1, 2008. Products launched after July 1, 2008 will be subject to this law. Products launched between January 1, 2008 and July 1, 2008 will be required to comply with this law from January 1, 2011.

Korea's Long-Term Manufacturer Responsibility System
Introduced on January 1, 2003, under the Act on the Promotion of Resources Saving and Recycling, the Long-Term Manufacturer Responsibility System directly imposes recycling obligations on manufacturers and importers of products and packaging materials that generate large amounts of waste. When manufacturing or importing television sets, refrigerators, dishwashers, air conditioners, computers, stereos, or mobile phones (including batteries and chargers), factories are required to separately recycle the waste or packaging generated from these products, or enter into contracts with waste treatment plants, or pay appropriate fees to waste recycling industry mutual aid organizations. When recycling electronic products, factories must reuse recyclable parts through intermediate processing and recycle or export recyclable materials. When selling new products subject to mandatory regulations, sellers must collect discarded products from customers and charge them additional fees. Since early 2004, the Korean Environmental Protection Agency has completed a feasibility study to introduce an "Eco-Guarantee System" to regulate the use of hazardous substances in products. On November 25, 2004, the Ecological Assurance Committee for the Recycling of Electrical and Electronic Equipment and Vehicles was jointly established by the Environmental Protection Agency, major Korean companies, the Ministry of Commerce, the Ministry of Trade, Industry and Energy, and the Ministry of Works and Transport. The Ecological Assurance Committee discussed control measures in developing countries, their impact on Korean industry and corresponding response measures, product identification under the Korean Ecological Assurance System, the introduction of the Ecological Assurance System, and its operation. These activities led to the RoHS Act (The Act on the Recycling of Electrical and Electronic Equipment and Vehicles) on April 27, 2007. This act restricts the use of hazardous substances in electrical and electronic equipment and vehicles. It also imposes stringent requirements for the recycling of abandoned vehicles.
